Chapter IX

Position Regarding Prisons

9.1. Constitutional position.-

Many of the matters discussed in the Report of the National Expert Committee on Women Prisoners relate to the actual administration of prisons, and the question may arise whether any reforms in this regard could be considered. By way of illustration, one can mention the following topics representing areas where possibilities of harassment, exploitation or annoyance to women prisoners in custody may arise:

(a) Physical protection.

(b) Accommodation and sanitary conditions.

(c) Physical and mental health of prisoners, particularly when a prisoner is likely to be injuriously affected mentally by discipline or treatment.

(d) Separation of prisoners of each sex.

(e) Safety from fellow prisoners.

(f) Solitary confinement.

(g) Treatment of prisoners.

(h) Social aspects, such as meetings with members of the family and friends.

(i) Temporary release and parole.
