It is possible that the failure of the employers and the employees to respond to our Questionnaire may be due to the fact that they know that the Ministry of Labour in the Union Government1 is thinking of introducing a comprehensive machinery, including the creation of Industrial Relations Commission, as recommended by the National Commission on labour, on the lines agreed to by the tripartite conference.
