8.7. Criterion of provision for judicial inquiry.-

Thus, the vesting of power in the government to impose restrictions on this right without having the grounds therefore tested in a judicial inquiry, is an important element to be taken into consideration in judging the reasonableness of the restrictions. The existence of a summary, and largely one-sided, review by an Advisory Board could not be an adequate substitute for a judicial inquiry.
