1.4. Function of statute law revision.-

By tradition, such action, intended to revise the statute book, has come to be described as "statute law revision". The classical exposition of the function of Statute law revision is that of Lord Westbury, Lord Chancellor. In 1863, speaking in the debate on the Statute Law Revision Bill, Lord Westbury thus outlined the principles upon which statute law revision should be based:1

"The Statute Book should be revised and expurgated-weeding away all those enactments that are no longer in force and arranging and classifying what is left under proper heads, bringing the dispersed Statutes together, eliminating jarring and discordant provisions, and thus getting a harmonious whole instead of a chaos of inconsistent and contradictory enactments."
