Liability of the Fund.- Where any person suffering pollution damage has been unable to obtain the full and adequate compensation for the damage under the terms of the Liability Convention on any of the grounds specified in Article 4 of the Fund Convention, the Fund shall be liable for pollution damage in accordance with the provisions of the Fund Convention.    |
