20. Power to make rules.- (1) The Central Government may, by notification in the Official Gazette, make rules to carry into effect the provisions of this Act. (2) Without prejudice to the generality of the foregoing power such rules may prescribe- (a) the principles to be followed in ascertaining the total wages bill of an employer, including provision for the exclusion therefrom of certain categories of wages or of certain elements included in the definition of wages; (b) the form of the policies of insurance referred to in sub-section (2) of section 7; (c) the period referred to in clause (g) of sub-section (5) of section 7; 1* * * * * (e) the date and the period referred to in sub-section (1) of section 9; (f) the form of and the manner of preparing and publishing the account referred to in sub-section (4) of section 11; (g) the periods referred to in sub-section (3) of section 14. 1[(3) Every rule made by the Central Government under this Act shall be laid, as soon as may be after it is made, before each House of Parliament, while it is in session, for a total period of thirty days which may be comprised in one sessions, or in two or more successive sessions, and if, before the expiry of the session immediately following the session or the successive sessions aforesaid, both Houses agree in making any modification in the rule or both Houses agree that the rule should not be made, the rule shall thereafter have effect only in such modified from or be of no effect, as the case may be; so, however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule.] 1.
