58. Power of State Commission to make regulations
(1) The State Commission may, by notification in, the Official Gazette,
make regulations consistent with this Act and the rules made thereunder to
carry out the purposes of this Act.
(2) In particular and, without prejudice to the generality of
the foregoing power, such regulations may provide for all or any of the following
matters, namely:-
(a) the duties and powers of the Secretary
under sub-section (1) of section 21;
(b) the salary, allowances and other
conditions of service of the Secretary, officers and other employees under
sub-section (3) of section 21;
(c) the terms and conditions of consultants
appointed under sub-section (4) of section 21;
(d) the manner in which charges for energy may
be determined under sub-section (2) of section 29;
(e) any other matter which is to be, or may
be, specified.
