11.Committees for hearing appeals.

  1. The State Government shall, by rules published in the Official Gazette, make provision for the constitution of a committee or committees for the hearing of appeals FROM decisions under section 10.
  2. Such rules shall provide that not less than one member of any committee constituted there under shall be a person not in the service of the Government or of a local authority.
