98. Powers and duties of the President and Vice-President
The President shall exercise such powers and perform such duties
as are conferred or imposed on him by the Act or these regulations, or as may be
delegated to him by the Council from time to time.
The President may direct any business to be brought before the
Council or any Committee for consideration.
If the office of the President is vacant or if the President for
any reason is unable to exercise the powers or perform the duties of his
office, the Vice-President shall act in his plea and shall exercise the powers
and perform the duties of the President.
